that site seems to me to be pretty sided on the "you shouldn't tip that much" side.. everytime I tipped for 'adaquete' service it told me I tipped too much.
'sigh' I don't think 18 -19 % is too much for adaquete (which i know I am spelling wrong)

Adequate.
And, I think 15% is sufficient for "adequate" service, but it may be dependent on what service you think is adequate. If I don't ask for anything special and you don't go out of your way to do something nice/helpful, etc, 15% is sufficient.
