I have to disagree with this statement, or maybe I misunderstood you. The tip percentage shouldn't be lower at establishments with lower prices. The tip amount is going to be lower because your food doesn't cost as much.
That's what I ment. Sorry about that. Percentage will stay the same, but the amount will be lower because the amount of food will be lower.
